BBM uses RIM's servers. Therefore, it will not work without a BlackBerry Data Plan.
There is no workaround available. There are some IM apps that work without a BlackBerry Data Plan, but you will never be able to use BBM unless you get a BlackBerry Data Plan.
...and just to clarify, the browser works because it is not 100% dependent on the
RIM servers and therefore able to access the WiFi connection.
Nice try. You need a minimum BIS data plan.
