My sister just had this same problem, however she uses T-Mobile. She took the sim and battery out for about 5 minutes, replaced them and then calls came through. I'm not sure if it's applicable for your phone, but it's worth a shot.
i'm having the same problem, but it's happened with me with other phones, not just the 8130. it's a problem from verizon's end, if it doesn't fix itself soon, i'm calling verizon
