You will be able to get it here when it come out. Just choose your device from the list and it will take you to the page to download 4.5 when it comes out.
To better answer your question...on your current OS you are able to WATCH videos that you load on to the media card.
With the 4.5 OS, not only will you be able to watch videos, you will be able to record them.
One of the most notable features of 4.5 will be the new ability to watch YouTube videos. I will say that I am quite disappointed in the quality of YouTube videos on 4.5. The playback only fills approx. 1/4 of the screen and the clarity could be better. Still a very cool feature when your friend says "Hey, have you seen that one video on YouTube?"

I went through the download process for 4.5 on the RIM website and everything seemed to go ok - but I don't see any difference in the way the phone works - don't see a video recorder app, etc. When I tried going through the 4.5 upgrade again, I get a message saying that my device is already running the most current software.
