Well actually I am at work and can't use the phone, so haven't tried

I've also read that you have to get the original owner to call and get the pin released. The guy isn't responding to my emails (ebay... bleh). So I thought this little experiment would test that out, with different people talking to different operators.

Go into an o2 store and take the bill of sale from eBay with you. Then call customer care and have the employees fax the sale from eBay to them. If you purchase a device they should release it no problem for you. You just have to show where you got it.

You likely bought a stolen phone, and hence you are out of luck.

Hi. I'm afraid that o2 may only deal with the previous owner when it comes to releasing the PIN.

If the seller does not respond demand a refund and leave appropriate feedback. Open a dispute if necessary.

Ebay should take care of it if it is stolen property. I'd start with them. Sometimes being threatened with being kicked off ebay will get a seller to help someone out.
