I am all for privacy in organizing non-violent action, expressing ideas without suppression and protecting information; however opening up BBMe to the general public will enable harvests the likes of child porn, drug distribution and other illegal activity.

What is being done to counter this potential abuse?

If you are solicited for illicit activities, take your phone to law enforcement and see what they would like to do.

However how does this prevent nefarious three letter agencies to use that as an excuse to monitor non-illicit communications? Does BB set some limits, in cases where their access is unfounded?

Does BB look at the communications before handing it over to authorities. Does BB have the right to verify probable cause?

It doesn't prevent overreach, in fact BlackBerry chomping at the bit to do what any country's law enforcement asks them to do, so much so that they'd skip that silly legal process thing if the right form is presented, encourages such overreach. Their gung ho enthusiasm when the government comes knocking (cf. the San Bernardino iPhone case and Chen's comments in response) makes their comments w/r/t private communication need a grain of salt; as much as they bleat about end to end with BBMe there's little reason to think they aren't up to their usual tricks through some hole in the veil. The design might have changed between BBM when this article was written and BBMe now, but it's the same company.
