I have just upgraded to Face10 and the new Twitter app.

When I launch both of them I get the following message.

    Setup Connecting to BBM.

This message will not go away until I press cancel on either app.

I have looked in Settings, Security and Privacy, Application Permissions, and both have connect to BBM enabled.

    I am running BBM 10.12.6.13

Hard reboot (simultaneously press the volume up/down tabs until your phone powers off) and see if the problem persists if you haven't already done so.

That was the first thing I tried, but still the same.

It's an issue known to the developer, Nemory... directly from his Face10 FAQs:

    BBM Connecting issues?

Please go to Phone Settings App > Security > Permissions > Face10 > Disable BBM

    Same for twitter.

Until they come up with a fix.
