hmm, pretty sure they can as i have it on my nook. You might not be able to get it from the store but it can be loaded and will run

Go to iTunes app store on your ipad, select for phones only. Search for BBM. Download. sign in, begin BBM'ing

BBM does not work on iPod......no GPS ability
