    Why not BBM?

    Since iOS 7, there were several IM-type apps that had issues with delivery being pushed after the app was closed or even dormant for too long.

    Yes, BBM was/is one of these. IIRC some other major ones included Snapchat, but can't recall the other notables.
    (As I don't have an iOS device, this is all hearsay that seemed reliable to me at the time.)

    Regardless, you're right enough. If WhatsApp can do it, why can't BBM?

    BBM can, you just don't get the D for delivery, just like WhatsApp, you only get one tick not two for delivery so please understand it's an IOS limitation.
