Many Messengers that do Voice calls are going to be affected by changes in iOS13.... but developer have until April 2020 to make the changes.

Not sure if BBMe uses VoIP push notification or if it works differently already.

Its iOS13, and yes, It already affected how BBMe works on iOS13 phones (and delivery reports are not arriving on time to senders also). Both problems are reported and are considered severe issue.
However, fix is on its way.

One would assume so.....

Yeah...maybe they figure if all the iOS users abandon the app, the Android users won't be far behind .
