They have somewhat on legacy devices. I haven't seen a similar setup on BlackBerry yet though

If I put the users pin in the contact info and click the option to have sms to go to bbm it auto does that instead of using the sms icon. Is that what your asking?
I mean I want an option like Google Hangouts has where I can use both SMS and BBM. I'm not sure how else to describe it...

Anyone with a legacy BlackBerry device should be able to know what you mean. Unfortunately I looked again and did not find this feature on BlackBerry 10 :(
However I distinctly remember it being there on BBM 6 builds on legacy devices
