Which reliability questions do you mean? I'm asking because I've got BBM on my iPhone 5 running iOS7 and my SGIII on Jelly Bean and I've got no reliability problems.
Recently created a group with some friends to test this reliability issue. I have a Z10, and there's 2 iphones and 1 S3. We haven't found an issues yet. We did the group because I already could chat with each no problem. I guess I'll report if we find anything.

My daughter has a Z10, her best friend is on an Android, no idea of the model, she was complaining that messages sometimes take hours to be delivered. I was a bit surprised by that and checked the CB forums, there certainly seems to be some discussion about messages not being delivered in a timely fashion and why that might be happening. I am asking to try and understand the validity of that thread and the issue.
It seems that the problem is related to whether the App on Android or iOS is open. Not being familiar with either i thought it worth asking if this was a significant problem or not?

My understanding from the other threads on general reliability issues is as follows ;
BBM has a few indicators and they are ;
- red cross = message has not been sent out. This is usually the case when the recipient no longer use BBM or that BBM pin & he or she is not listed on your contact list. Or sometimes the other party is just not connected on the network.
- Red clock = the message is currently pending and is not yet sent out.
- grey tick = the message has left the senders phone but not yet delivered.
- D = the message has been delivered.
- R = the message has been read.
Most of the complaints come from people who has the red cross or red clock indicator Whenever they send their messages. In this way BBM is considered not reliable.

Your understanding is incorrect. The reliability issues are far from limited to "people who had the res cross or red clock indicator".
