    The restriction is probably in place to limit multiple device use by a given user. Its like when you line up at a picnic for a hotdog. The lineup is long so you only get one.

    So to download the .apk file, all you need to do is click on the link from your Android device? I tried it on the CB forum using my 2013 Nexus 7 yesterday, for a couple links and I don't think they downloaded any ideas?

    Same reason lots of apps come out on phones only at first and then follow later with tablet versions. The experience is different and it takes time to tune or build things in that differ.
