    On my Q10 I can't use the voice and video calling over my mobile network only work on WIFI

    They both work on network data. Maybe it's your carrier blocking them?

    Check you carrier, they will charge you for using over their mobile network though

    Open BBM, swipe down from the top, settings, all is calls over the mobile network.

    Make sure you have 3g on. It does not work on a 2g network.

    Do other data hog apps such as Sykpe, Netflix work on mobile data? Because if they don't, then maybe the carrier's just blocking data-heavy apps out of fear of congestion. But if it's just BBM voice/video (and other messaging apps,) you would need some sort of an "app disguiser" that would make your carrier think it's some other app. I'm not sure if such an app exists.

    AT&T blocks native video chatting applications from working over mobile on a non tiered data plan. This is by design. They do not, however, block third party applications over mobile network. An announcement has been made to allow this on all data plans (not just tiered/shared plans) but it hasnt happened for all numbers yet.
