    I've had very little experience with software development languages (3-4 years ago I did C++ and PHP in school but didn't really pay attention to it). I am, however, more familiar with HTML and CSS (which I know are rather irrelevant here).

    Is learning C++ enough? Where should I start learning? Is there a learn-as-you-go program/app for it, like DuoLingo but for C++? Also, is it enough of a language if I want to release the app in Android and iOS?

    You need c++ for the back end of the code but for the front end, you need to use qt/cascades

    Cascades is nice. App logic is in C++, while the UI is in QML/JavaScript.

    Alternatively, you can make a WebWorks app in HTML/CSS/JavaScript, which is more portable than using Cascades (at the cost of performance and look).
