    Where do you start? That's a very good question with a loooong answer. -__-

    If you know Java, you're practically set. Just install the JDK from Sun.com, Eclipse IDE from Eclipse.org, and BlackBerry Plugin for Eclipse from BlackBerry - BlackBerry Developer Zone. Everything is free, however to sign your apps (which 99% of the time is necessary if you want to run them on a real phone) you need to order signing keys for $20.

    If you know how to program, but don't know Java, then learn Java. It's an awesome language. Not much else I can say here, there's TONS of resources on the internet for learning Java.

    If you don't know how to program, then you're going to need to start slowly. Take some programming courses, read some books, learn some easier languages like Visual Basic .NET. It's much more important to learn programming concepts than it is to learn the actual language. Programmers jump languages often, but the concepts often carry over. For Java, object oriented programming is an especially important concept to learn.
