I have downgraded and updated my java, nothing is working.
Each time i click on the Blackberry Apk Packager from the zip file, nothing happens.

And you're using the APK packager because...

Although I don't know the packager's requirements, there's a possibility that a reasonably newer version of Java is causing your issue, but it is actually very unlikely, at least for such an application. Assuming you already tried running the exe as administrator, first of all you should try removing Java, then reinstall it. If it still doesn't run, reach out for the old version with which the exe was still working, so as to understand if Java is the problem.
