OK, I know this is an old post, but let me chime in here before I start another thread.
I am using a Microsoft Surface Pro 2. I've now owned my Passport for almost 2 months, and in that time, my Blackberry Blend HAS YET TO WORK!! Blend goes through the process of connecting to my phone, whereby is switches from Pairing, Connecting, etc, etc. When it gets the last part, it always comes up with this error:

I have had a ticket open directly with Blackberry for 7 weeks now, and it's been escalated three times. At first, it didn't even detect my phone, then when the update for Blend came out around 3 weeks ago, it at least detected the phone. ALL settings on the phone are on and have been checked at least 100 times at this point. I have attempted on three different networks and three different computers, yet to NO AVAIL! This is ridiculous at this point that even Blackberry Support does not have a fix or is able to get it working after even sending them TWO log files! They even told me to download BVE from the Blackberry App store to test my phone's hardware, and all has returned OK.
Has anyone else had any kind of issues with Blackberry Blend that can chime in here, or even better, A FIX!!!!
I've noticed that sometimes the Blend is not able to connect using the Mobile Network but I am able to fix it by browsing files from my PC from the phone, like clicking on my computer name on the Device Connections (screenshot 2 from dusdal's post). This seems to kick it and then blend works fine...
The way I believe this works (speculation) is that the phone registers with BB servers and creates a VPN connection to them, this is associated with your BBID and probably contains information about the local network and local IP of the phone. Blend then checks for the phone on BB servers and if it finds it is in the same local network as the PC it connects directly, otherwise it also stablishes a VPN with the BB servers and connects to the phone using these VPN tunnels and BB servers as a bridge... So I think what happens is that sometimes when the phone moves from WiFi to Mobile this VPN is not automatically restablished and you need to kick it by trying to use it...
Depends on the HotSpot, most of them have a feature called Client Isolation that does not allow PCs to talk to each other over the wireless network, only with the router / phone, this is for security purposes. For example, if you go to the Hotspot functionality in BB10 you will see a switch that says "Allow connected devices to exchange data with each other", most hotspots and WiFis out there have this feature and it is up to the administrator to turn it on/off.
Have you tried an OS reload?
I know this is an old post but should there be someone else like me still looking for this ans ..I just go myself a hp stream 7 win 8.1 wifi only tablet n have been searching quite a bit for this very same issue n finally after tinkering with all the suggestions both on the official blackberry site n throughout the net this is what worked for me:
- open windows firewall if u have that active n enable all the blackberry peer options n blend options that you see.
- shutdown blend completely on your tab /pc by right clicking the icon on the right not by closing the x as that will only hide the app.
- enable ipv6 on the windows tablet network connections properties tab.
-on ur phone settings on device connections - enable - use mobile network.
-restart your phone
- restart blend on both ur phone n tab n reconnect using the wifi option
-make sure ur tab is connectd to a wifi network n ur phone has a full mobile network signal
-its should connect with a bit of a delay but if all goes well u get the paring options n once paired it takes u to the password unclok screen on blend.
It will initally show u that blend is offline if u look at the folder browser on the phone but it eventually shows u all ur folders in the pc app.
hope this works for all with a similar problem. although I am still looking for the answer to that query earlier as to how to hotspot n connect blend n the internet via the same mobile phone which will certainly benefit me cause i got a wifi only tab
