Can you check to see if it's unlocked or locked to ATT?

Apparently it's completely unlocked. At the MEPD screen I get all either 'disabled' or 'inactive'. Specifically, network shows 'inactive'.

I'd assumed the opposite since I had never unlocked it and it was a carrier branded device.
