Please I can't charge my z30 turned off. If I try to turn it off and charge, it automatically turns itself on. What can I do?

If you don't mind me asking, what's wrong with the device being turned on?

Used to have that issue with my Z10 then but I don't really remember what I did to resolve it.
Try this: Let it charge for a little about 20%, then remove the charger and switch it off. Let it go off completely before putting the charger in it.
Then watch and see if it still comes on.

BlackBerry 10 devices tend to turn themselves ON when it has gained enough power to start. This is normal. What you can do is manually shut it down.
