As mentioned previously, you NEED the latest BBM Channels.

I'm also updated to 10.2.0.1767 which came through about a week ago I think. Don't know if that makes a difference but I think so anyway. Was an official update BTW.
The difference I've noticed between my wife's q10 and my z30 is she is on 424 and I'm on 415. Both devices are in rogers

This is weird. We have exactly the same device running the same OS version and still not the same options. Initially I had no dark theme option and honestly I can't remember which came first, whether it was OS update or BBM Channels but I did both of those and now I have it.
So I found a bbm version online and side loaded it. I then had the dark theme option but lost channels. I then re downloaded the channels beta and lost the dark theme. So at this point I have to choose. Channels of bbm dark them.
