I may be missing something, but what is the promo? The linked pages don't seem to do what they suggest, ie, the buy online doesn't actually allow you to buy one.

Even if you try to pre-order only says coming soon , no option to buy or pre-order .
Seems all you can do is register for updates ?

Ordering a Z30 from the UK offers the followings specs:
    GSM/GPRS Frequencies 850/900/1800/1900 MHz
    3G/HSPA Frequencies 800/850/900/1900/2100 MHz
    4G Frequencies 1800/2600/900/800 MHz (Bands 3, 7, 8 & 20)
Question: Are these frequencies 100% compatible with Canadian freqs including LTE (Rogers guys can't seem to answer )?

Everything except LTE will play nicely. Your LTE will be hit or miss based on Rogers (and some Bell) 2600mhz band areas. If LTE is important, you're better off waiting until the 15th when it arrives in Canada. Likely take that long to ship from the U.K. anyway lol.

Everyone who is on Rogers should boycott them by going to Bell Or Telus, Rogers has no valid reason to Boycott the Z30

Don't just go to Bell or Telus, do that but also tell Rogers why you are leaving.

I would but I have a sweet plan with Rogers currently, so instead of paying Rogers 700 for the Z30 I will be paying Bell or Telus that money, so they get the profit instead of Rogers
