I had a chance to play with Z30 for about an hour, If I wanted to go into settings I had to go to home screen then swipe down then change settings. Is this normal behavior? Can't we access the top on any screen?

Assuming you mean system settings, then yes, that's normal behavior. Otherwise it'd be kind of tough for app-specific settings to fit the flow paradigm.
System settings only appear on swipe down in the home screen and in the Hub.

By swiping down while running an App, you open its menue/settings, and you show a bottom bar with buttons (temporarily). If you want to change device settings/swipedown-menue, you have first to swipe up, which reduces the App window in its active frame (not closing the App, but only "parking" it, some of them have cool widget function, even the calendar shows your next appointment) then, you swipe down, and there come the set up menue you need.
It has never been a problem for me!
In any App, you can swipe up and little to the right without letting go, to get a look into the hub.

Thanks, I think I am too used to having to swipe down to check my notifications, and since now all notifications will be in Hub, the top menu bar will not be as useful, except when we need to access wifi/gps/etc..
Also I remember stuff like youtube actually uses swipe down to exit full screen, and all android apps need that so we can access back button, right?
I thought maybe we could use double finger swipe or something to force top menu to appear in any screen, like two finger swipe up to get to keyboard (even though it doesn't do anything in home screen, such a shame..)
It is a complete other experience. You'll get used to it... you do not need the gestures that exist in Android, since BB-OS has its own gestures. The advantage of the hub: even if you swipe up and right, you see most/all incoming notifications and can immediately swipe back to continue the task you were doing, if for example the messages were only advertising/spam/noreply.
