    With impending release of 10.2.1 from Verizon just before the next ice age, I was wondering who is responsible to release the software? Verizon or BlackBerry how does this work?

    As far as I know the carrier must return a "Technical Acceptance" (TA) to BlackBerry. BlackBerry then releases the OS for that carrier ID.

    BlackBerry releases it, as soon as the carrier has given its approval post-techical acceptance phase

    Actually the device checks if the current carrier has released a firmware. As far as I know, you can even take a locked device, insert another carriers SIM (it wont connect to the network) and use WiFi to download an upgrade for the "new carrier".

    If somebody knows better, pls. share your knowledge.
