If your device was originally unlocked, not TMO-branded and unlocked, you could try turning off the device, removing the SIM, rebooting and use wi-fi.

Just got it this morning from Telus in Kitchener, Ontario. Maybe this is a test run before we get 10.3.1 because this seems to be a worldwide release via all carriers?
