You could get an app that saves your contacts to a file (CSV) and the import them to Outlook.com.
If you have MS Outlook 2010, you can use BlackBerry Link to sync to the PC and then, import from MS Outlook 2010 to Outlook.com.
Good move, if you ask me. Now your phone can be stolen, blown apart, taken by aliens and your contacts will still be available.
Oh yeah, after that's done, Settings > Accounts > Overflow > Clean local contacts. But make sure you have them all on Outlook first.

Is it necessary clean out my local contacts? I was under the impression that it was good to have them in both places and then turn on the account option to 'sync contacts'. This way if I make contact changes locally they will get propagated to the outlook.com address book.
No. Local contacts are local contacts. Sync'd contacts change no matter the device you use to edit them.
Once you have everything set up on Outlook.com, clean up the local database and let it sync.
Also, if you go the Link+MS Outlook, you may wanna undo the Link sync after they are all on the cloud.. Avoid double contacts and all that.
Why outlook I want Gmail
It's a very similar concept. Find an app that will export your contacts into a CSV file then import it into Gmail. I don't have Gmail, but I'm sure it can import contacts from a CSV. Sorry, I tried to help you out as I had a similar question. Whether it is Gmail, or Hotmail, or Yahoo makes no difference. :)

After I cleaned out my local contacts I noticed that the Outlook contacts were linked to the ones in my BB Link. You were spot on with your advice to blow that away too. I went to 'settings', 'accounts' and held down the account tied to BB Link and deleted it.
In case anyone ever reads this thread at a later date, here is what I did:
1. In Outlook 2010 I added my new Outlook.com email account. Once it added it in, it began to download all my mail from the Outlook.com server. I didn't want this so I cancelled this action.
2. I configured my email account in Outlook 2010 to never download (Receive) anything and only to push (Send). To do this, go to the 'Send/Receive' tab> 'Send/Receive groups'> 'Define send receive groups'. At the ‘Send/Receive groups’ window, select 'All accounts'> 'Edit'. At the ‘Account Settings’ page under 'Account Options' uncheck 'Receive'. Click 'OK', then 'Close'.
3. Connected my phone to my PC via USB.
4. Opened BB Link and imported my address book ONE WAY from my phone into my Outlook 2010 email program.
5. Spent a couple of hours cleaning up my address book in Outlook 2010. I also manually added a few important contacts from some other email accounts.
6. Now I was ready to push my Outlook 2010 contacts to my Outlook.com address book. I did this by clicking on the 'Send/Receive' all folders button in Outlook 2010. You should now see all of your contacts in your Outlook.com address book.
7. In my case, I already had my outlook.com email account configured on my Z30, however I had the contact synchronization turned off. I went ahead and turned it on. At this point I was now seeing some duplicates as I had local contacts now mixed in with synced outlook.com contacts.
8. Delete your local address book. ‘Settings > Accounts > Overflow > Clean local contacts’. This will take a few minutes so please be patient. Once all local contacts are deleted, you should now see less duplicates. Why do I say less, and not zero? In step 3 and 4 when you connected your phone to BB Link you also unknowingly created a new account in your ‘Settings > Accounts’ page. It will have the name of your computer. This account is the link between your contacts app and the contacts on your computer. You don’t want to see these contacts either. You just want one master book of record for all of your contacts in your phone. This excludes Facebook, Linkedin and Twitter. I am only speaking of email, local, or PC address books. You only want ONE of these synced to your phone otherwise you can potentially get duplicates no matter how many times you link and unlink them. To avoid this…
9. …Go to ‘Settings > Accounts’ page and long press the account entry tied to your BB Link and PC and delete it.
You should now have a nice clean address book with one master book of record from your primary email address. If any contact names match people in your Facebook, Linkedin, and Twitter accounts, the contacts app will automatically link them for you even if you have excluded those accounts from appearing in the contacts app (this is in official 10.2.1). Some folks may hate this. I personally don’t mind it.
