The main change is for NIAP security certification, which you probably don't care about. The browser filters out certain scam sites, which means you'll see more warnings when using the browser. Call lag isn't fixed. I don't know anything about Music lag. Apps that ran under 10.3.2.x should be okay. Google Play Store will still work. BlackBerry Link might not work properly. The thinking is that if you don't need to update, you don't need to do it.

I mean the music app takes a couple of seconds to load
My Z30 has Google Play Store installed. Upgraded to 10.3.3 and absolutely no troubles.
The only one of my phones with issue was the Z10 which was REALLY laggy for about a day, then things cleared up. (Expected apparently since there is a filesystem update in there)
Updated my Z30, Z10 and wife's Classic w/o issue. I am not experiencing call lag (on t-mo and wifi-calling works with this OS). My music app takes about a second to load. Radio seems very strong and easily out performs my DTEK50 for reception.
My hub was flickering on the day I updated to 10.3.3.
My friend sent me 20 whatsapp messages at once and the phone crashed and restarted itself...
I figured the os is taking time to settle down. I lived with the slow *** os yestersay...
Today my findings so far are that the hub flicker is gone... call lag is gone... music app lag has reduced significantly and my battery life and battery standby time has improved by leaps and bounds.
Android apps also are opening much faster. Overall I am happy I upgraded to 10.3.3
