I partially agree with you. 10.2 didn't have the best looking icons but 10.3 is nothing to brag about either.

For sure; They had some sort of uniformity to them. I still don't understand why some apps look nothing like the app itself (e.g. The clock) and other icons looked poorly designed (e.g. Settings, Assistant, Camera).
I'm sure they could have outsourced the designing of their icons, and received better looking icons.

The boxes made the icons readable with some wallpapers.
