    I am running 10.3.0.738 and since loading it i cannot buy apps. This is all i get no matter which payment option i select.
    I have been able to to get free apps with coupon codes.

    Did you verify your paypal account? you can do that by going to www.paypal.com and verify account.
    When you add a creditcard, debitcard or bank card you will receive 2 small amounts.. you need too fill those in when verifying.

    same here I tried several times in the past 2 weeks and nothing and I'm running on passport 10.3.0908 using Paypal and regular credit card

    Paypal i fine I use it for other purchases. I also cant use my CC or carried billing.
