IIRC, there was a problem like this if you had a LOT of apps installed. It seems like it was around the 160 app mark that the permissions would blank out. Of course, I can't find the topic now...
Had this problem, many others to, it's actually the amount of android apps installed, the number varies between devices. If you want permissions back just start deleting android apps, check back your permissions after each one if you don't want to delete a bunch. I now keep only a small number of ported apps, just the ones that I really need, although I think my cap out is around 60 if I remember correctly. You do not need to delete native apps. Good luck.
I had this behaviour too. Removing a few apps worked.
The funny thing is though, installing more apps also seems to have an effect. For every 1 app I install, 1 different app becomes available in the Permissions tab. :s
I believe this is a bug or limitation in OS 10.2.x.
It's likely not specifically related to just the number of installed Android apps, as the first time I encountered it, I had none. It varies by person.
For me, the threshold was about 125 native apps, after which App Permissions would be empty. The only way to see them all is to delete apps to below a threshold, change permissions, then reinstall.
It's changed over time: now I have about 180 BlackBerry apps and about 15 Android apps, and I can see about a dozen apps in App Permissions. Z30 + Q10
