    Unavailable for the device!?? It works in my Z3. I don't think it is region specific.

    It is. Beta Zone isn't available everywhere. Which is likely the reason but OP never said where they were.

    I'm from Vietnam though. So I guess there is a region specific thing here. Currently I'm on 10.3.1.1154 but I haven't been able to download it since 10.2.1
