unjailbroken Iphones can not change the apn directly.. however you can download a profile to the phone which will change the apn to whatever you want.. While it would be best just to give people the ability to change apn manually, at least there is a workaround...
There is no workaround for the z10.. unless blackberry makes a change I a future os update or someone figures out how to root the phone and gain access to the apn list, you are stuck with what you get...

Ah, gotcha...another lead I was semi-chasing down for this was AT+ messages...never heard of them and searching is not really bringing up much. Anybody know about that process and can comment?

If you read through comments, it does not simply unlock the apn settings. it does not work.
