Sorry thought I typed that - TMobile.
I thought I had the same problem as you describe, but I took the 4200 OS update, anyway. And here's the thing...the update is identified as software release 10.1.0.4200, but once you install it, the OS version is 10.1.0.4780, and includes the T-Mobile components for WiFi calling and other bits.
It's interesting and worth noting that, in my case, the unlocked Z10 I bought from BlackBerry (and only recently added to my TMo account) once I added the phone to my account, the phone already was doing WiFi calling, by prompting me when it encountered an usable access point that it was switching to WiFi. The truth is I'm not certain that it was actually doing WiFi calling, and actually, under those circumstances, it seems I had no control over whether it would or not (save turning off WiFi) where now, with the T-Mobile application, I can set my priorities, or disable either explicitly.
