Yesterday, z10 fell off my car's dashboard and since then it stopped charging. The charging indicator keeps blinking but the battery remains at 0% for few minutes and then it gets switched off. Is that battery issue or something else?

Try a new battery
Are you using a wall charger? Try to charge it from a computer or with a wall 1300-2000 MA wall charger until 25-30%.

In both cases, it stuck at 0% while the battery indicator keeps blinking indicating that it's charging (yellow LED). This goes for few minutes and then switched off.
Hi mate, could be the spring terminals for the battery got knocked loose. Take the battery out and make sure that the four (I think it's four) little spring terminals on the phone are moving freely. Also, some of the original Z10 batteries didn't fit well (too small for the handset) and need a shim (e.g. a piece of masking tape) at the non-contact end of the battery to press the battery more firmly against the contacts and stop it being jogged loose.
Failing this, yes, try a new battery. I suppose it's possible you also knocked loose a contact at the phone's USB socket.
Good luck...
