Now that 10.2.1 is out does anyone know of any WiFi tether apps that might work from the android store?

What do you mean? Your BB10 device is a WiFi hotspot on it's own right, no need for third party apps for that, let alone android ones...

And on top of that you can toggle the hotspot easily from the shortcut drop down menu

And, I doubt it, you can't change BlackBerry settings from an Android ported app

BlackBerry 10 is a powerful os as it is. Unlike android and iOS that needs an app for every task for them to be usable.

Android doesn't need an app for WiFi hotspot. Its also in the menu. I am looking for a free hotspot which android apps offer.

    Most carriers are pricks.

I suggest you sideload Snap and search for the app you're looking for. We obviously have little knowledge of apps from a platform we don't use - and you're not very forthcoming with details.

I recently switched to Simple Mobile from T-Mobile because of my tight budget. Simple Mobile doesn't block tethering on my BlackBerry Z10 like T-Mobile.

    They can't prove you tether.
My UK carrier GiffGaff prohibit it too, and guess what? People still tether.

Yes they can, through Deep Packet Inspection. Packets are sent to the server with headers including information about your browser and operating system to determine whether websites should display the mobile version or the desktop version. All packets must go through your carrier before reaching it's destination.

Whether or not they look closely at those logs to do something about it is a different story. But if they really wanted to find out, there are ways. There are ways around it such as data encryption.

Here on the Philippines, no carrier does that, unless of course you are not subscribed to any data plan. We can hotspot LTE connection
