When you're adding a new contact, the first thing at the very top is a pull down menu that allows you to specify the location. By default, it's set to save everywhere.

You're right, on OS 10.2.1, there is a "Save To" feature close to the top of the "add new contact" screen.

Tap on that and select whatever accounts you want your new contact to be saved to. At present, all accounts are selected by default.

Hopefully in 10.3, they'll add the capability to set these account choices as a default setting, so you don't have to make the choice each time.

This pet peeve of mine is mentioned in numerous threads here. Maybe someone at BlackBerry is listening.
