That's his/her app list for permissions. It should be full of stuff but it's empty.

Hopefully someone has some insight to this issue

That's a common problem, many people have complained about it in the forums and I was also affected by it once. It seems to be linked to the number of applications installed (or permission that could be set).

There is no fix yet, the only known workarounds that I know of are removing apps or reinstalling the system.

You can still sort of access location permission through location in settings

I press power button and press restart in the screen. Is it called hard reset?. Well does BlackBerry give visual cue to differentiate normal and hard reset?

Hold the power button for the red LED to flash three(?) times. It'll pause flashing, then show red for an extended length of time (several seconds). After that, release the button and let it reboot.

I had some android apps, they did not show up, probably beyond my control, so I deleted them all. Did the empty list happened after you reload your OS, some apps you need to start it before it showed on the list. Some apps don't require permissions.
