I have a Dell laptop using Windows 8.1 and Outlook is my mail handling program. I can surf the internet and receive my emails but Outlook won't send emails. I get this message"Your outgoing (SMTP) e-mail server has reported an internal error". Any ideas?

You would likely need to change the outgoing mail server while connected. According to your profile, you're on Bell so you might want to try their outgoing mail servers. - http://support.bell.ca/Internet/Emai...10-email-setup. It's basically an anti-spam measure put in place by some carriers. AT&T used to be bad for this as well.

Have you correctly setup your smtp information?
eg. smtp.gmail.com is for gmail....
