In the past (maybe still occurs), some Android apps could affect the camera that way. I recall quite a while ago Instagram has that affect but I think it was fixed.

Ah you maybe on to something here F2, Ops go into Setting/Security and Privacy/Application Permissions. See which App is accessing your camera.

Hi, same problem we got, next we done by service center Os reload then camera didn't work same problem is coming . Service center They will done mobile replacement .that is the hardware problem , problem solved.

I had the same problem in leaked 10.3. For this cause I back to 10.2 I'm my Z10

My friend who owns a Q5 had the same issue.
I did a hard reset and the camera starts every time now...

Hard reset: just as F2 stated earlier, press and hold the up and down volume control and the power button at the same time.
Wait till the colored BlackBerry logo appears and let go.

Test after the phone is booted.

Just install another camera bar with DDPB or download stable OS leak then install.
It is the easy way is to install stable leak.
