If you hit "shutdown" the OS and some apps save stuff (potentially little bugs), whereas if you kill the power, nothing is saved and you start fresh on the next boot.
If you want to play on the safe side, close all apps before doing it, so as to not risk for corruption.

Hard reset clears the ram memory. Just like a restart on your desktop computer.
