I've had this issue since I upgraded to 10.2 leaks.
MY phone takes literally hours to get full. And sometimes even on charge. It starts discharging. I use a pb charger
I'm on 10.2.1791 leak. But all the leaks have behaved the same for me. Takes ages to fill up even with the super PlayBook charger. Please what's the cause.?

MIGHT be a faulty battery, try to kill it completely and let it charge. See if it behaves the same.

It's an issue with 10.2... many are having this problem.... is ur z10 STL100-1 OP?

Seems I'm having the same kind of problem. Charging can take a long time, it gets stuck at about 95% and then, suddenly, it's on 100%. The weird thing, though, is that when it reaches 100%, it never discharges (to relax battery) when connected to the charger. I'm on an official 10.2 release. With the 10.1 release it fluently went to 100% and started cycling between 90% and 100% when connected to the charger.

When it's switched off, then it starts charging with the blinking orange led. When it turns green I switch it on, but then it's only about 95% charged.

I assume it's a bug in the 10.2 release. I'll just wait for an update from BB.

Same problem on Z10STL100-3/10.2.0.1791 also it still discharges while plugged up and I'm using the phone.
