I upgraded to the latest version of Os on the Telus network when it was initially released. While, while the Os is a bit more polished on the surface, it got horrible performance relative to 10.2.1. Has anyone else noticed this? As soon as I have few apps open this occurs.

There's lot of issues with 10.3.1 if you updated OTA. many folks have better luck using autoloaders and starting fresh.

On my Z10 lag is always present on every 10.3.x release, leak or official, even after clean autoloader installation, manual setup with no restore and no 3rd party apps. If you like the new UI, better wait for fixed OS update.

Z10 is actually the "worse" device for 10.3.x update. All old devices have similar hardware (including Classic), but Z10 has highest resolution screen. More pixels on the screen means more work for CPU/GPU. Q5/Q10/Classic have 720x720 screens, Z30 has 1280x720 + slightly faster CPU and better GPU, Z10 has 1280x768 screen. Therefore it's more likely to see lag on Z10 than on Q10/Classic, for example.
