Again, I ask, are they aiming at THE Enterprise or at A consumer???? I mean new wallpaper and more, better, new and improved emoticons and stickers. Must be a very different corporate environment than I use to work in decades ago!

BBM still has a massive consumer base so why leave those people behind, especially when there are some monetising opportunities there? The enterprise component is coming with eBBM and BBM Protected so it's not as if BlackBerry isn't developing new products for the enterprise customers.
