If you want to install the link by doing a destructive upgrade(it will erase your phone) the link is in a thread called Legends.
Otherwise, the only other way is thru Sachesi. You can download the bar files that make up the OS and sideload them all.
Or you can simply wait until the upgrade comes to your phone.
Which carrier are you on? Whoever it is has not officially released the update for you yet.
Your options are
1. Wait for the release
2. Use Sachesi to install an official 10.2.1 from another carrier
3. Install 10.2.1 from an autoloader (destructive) that was originally a leak.
There are plenty of threads that describe how to do #1 and #2.
