    I'm downloading the unlocked runtime for 10.2 and for example when I side load instagram do I just need the bar file or do I have to still covert the apk?

    I think with the unlocked runtime you don't need the debug token only sideload the bar file and it will work

    If you convert the apk you'll most likely need a debug token.

    You don't need a debug token. That's why it is unlocked. I have it too. Candy Crush, instagram etc all work.
