Select all in contacs app and delete. How simple...

Hold and select a contact. Then press select more. Press on the rest of your contacts. Afterwards, press delete.

If you're referring to contacts stored on your device, Settings > Accounts > overflow menu (3 vertical dots at bottom right). Tap "Clear Local Contacts". They will be gone and not recoverable unless you have a backup from which you can restore.
