Is there anyway to keep your data on and say whole you're out and will it get used if you are not using it?

You want to know if you keep your data on and use wi-fi?

It should only get used when something triggers it. Like when it syncs your email every set hours or you get an incoming message/email for example

So if I keep it on while I go out in the car, and say I get a BBM or Facebook etc it'll trigger? Or when I open browser etc?
