I have tried twice to make two stories. The first one was 10 minutes long. The second one although it had more videos included the time is fixed to 2 minutes. Is there a limitation on the time length?

Time is not limited. I have made three. One is 2:03 min long, one is 3:03 min long and the final one is 1:28 long. All work fine. What seems to be not working? Maybe I can help you. I really like storymaker and think it is a really cool feature in the phone that many aren't utilizing to the max.
I have a 5 minute and 25 second video, on story make made up of 4 offloading videos and a2 songs

I believe it is based on available memory. If the remaining memory is small you can't have longer minutes

You should be able to edit each video, selecting how much of, and which, scene you want to show. As for two songs, you would likely have to stitch those together using a different tool in order to create a single music file, I don't think that multiple music tracks can be selected in Story Maker.

As others have said, story maker doesn't limit your videos, but it assumes you don't want to make 10 minute videos so if you put in more clips it trims the length of each clip so the overall time is around 2 minutes. That's been my experience at least.
With limits the story maker is very limited.
I have four videos, 22 minutes, 8 minutes, 14 minutes, and 12 minutes. The movie maker truncates the video down to a 2:45 minute video..... not at all what I wanted. I figured as long as I have the memory to save the output file it should create it period.... if not then it should warn me rather then assume what I want.
Awww shucks! I was hoping it would be like any other video editor. I guess we need to ask blackberry if they could in the next update, release a fix to enable unlimited length (up to the limit of fat32 of 4GB per file, or exFAT at 8GB I believe) for any video.
