It looks like screen capture app. You can make a screen shot holding down both volume rockers

The application is able to edit picture or screenshot by adding some arrows and put some text as the explanation of a specific object

Well, the Screen Capture part is easy - physically built-in. But you would need a photo editor to add arrows or text. There are a number of apps that can do that.

Oddly, CaptureNux is avail on BBerrry world but not for OS 10. There does appear to be an Android version you might try.
