Is the personal side of the phone safe from the IT department, so to speak. If I am using apps or checking bank accounts from the personal side, are my Web addresses and log ins safe or can prying IT eyes see that side too? Or, can they see anything at all on a mobile device?

Yes, the personal side of your BB10 phone is safe from BES admins. IT policies in BES10 do not affect the personal side except for a password which can be set to affect the full device or not. Logs in BES10 for calls, BBM, SMS, and apps are only available on phones activated with only a work partition and no personal partition.
I know this because I've tried fruitlessly on my BES10 server to get this going.

    Hope that helps. Cheers.

EDIT: I should add that the IT Dept has the ability to wipe just the work side or all of the device.
