I haven't found a way on BB10, I was able to make custom folders on the Playbook by using Ghost Commander.
That's a good question and test, I wonder if the same is possible on BB10 using GC.

    Customers app?

If you mean u want to add new folder it's possible
Choose a photo and choose move and it will let you move that photo anywhere and also will let you create new folder

Creating folders in the Photos folder works too. I like to leave my Camera folder folder-less and only contain the pictures I actually tooj with the camera, as that fokder is a separate album itself in the pictures app.

But yeah. If OP meant "custom albums", you can open up the File Manager, go to the Photos folder whether it's in the SD Card, or the Device storage, create a folder in it, name that folder, and it'll hold the same name on the native Pictures app.

Yea it's possible but sometimes I receive photos from friends/family through whatsapp bbm so I create some folders in camera folder to back it up to my box account

If you meant CUSTOMIZED folder or albums, just follow Hakimmmmmmmmm's advice - create subfolders inside the Photo folder!
